CAT Aerials Are Triage, Not Scope — Here's the Difference

What Aerials Are Good At

Post-CAT aerial and satellite imagery has transformed FNOL triage. Carriers can now prioritize the worst losses within hours of landfall, route field adjusters efficiently, and identify total-loss candidates before anyone drives the neighborhood. That's real value. The technology earned its place.

The problem is scope creep — not in the estimate, but in the workflow. Aerials that were designed for dispatch prioritization are quietly doing double duty as scope documentation. And they aren't built for that job.

What Aerials Miss Systematically

Aerial imagery has predictable blind spots that show up in supplement data across hurricane events:

  • Rear and side elevations. Nadir (straight-down) aerials show roofs, not walls. Wind-driven rain damage to cladding, windows, and soffits is invisible from above.
  • Secondary and detached structures. Garages, pool enclosures, sheds, and fences are consistently underrepresented in desk estimates written from aerials alone.
  • Debris fields between structures. Wind-scattered materials that create cleanup scope and potential third-party property damage aren't flagged in standard aerial review.
  • Interior damage correlation. A roof that looks 'partially damaged' from above may have allowed three days of wind-driven rain into the attic before the tarp went on. The aerial can't tell you that.
  • Foundation and drainage disruption. Disturbed soil and altered drainage patterns around foundations are subtle aerial indicators that almost never make it into a desk estimate.

The Workflow Fix

Treat the aerial review as two distinct steps with different outputs. Step one: triage. Classify each loss as minor, moderate, or severe. Set dispatch priority. Flag total-loss candidates. That's all the aerial is doing here.

Step two: scope prompt. Before the field adjuster goes out, the desk reviewer should generate a structured checklist from the aerial — not a scope, but a list of items to confirm or rule out. Secondary structures present? Debris field visible? Rear elevations need photo documentation? Pool or outbuilding on lot?

The field adjuster still does the scope. But they arrive with a specific list of items the desk flagged as potential, not a blank page. Supplemental claims data consistently shows that structured aerial-to-field handoffs reduce supplement frequency. The aerial didn't get worse — the handoff protocol got better.

One Number to Keep in Mind

Desk adjusters working high-volume CAT events are reviewing dozens of aerials per day under surge conditions. The cognitive load is real. A checklist isn't bureaucracy — it's the mechanism that keeps secondary losses from falling through the gap when the primary loss is consuming all the attention. Build the checklist into the workflow, not into the adjuster's memory.
